Martin charged with trafficking after Route Y traffic stop

Richard Larry Martin has been charged in Douglas County with second degree drug trafficking and unlawful possession of drug paraphernalia following a July 4 traffic stop by the Missouri State Highway Patrol.
According to a probable cause statement filed by Trooper A. White, Martin was arrested at approximately 9:05 p.m. July 4 after a traffic stop on Route Y at Missouri 5 in Douglas County. The statement says the trooper observed a black pickup traveling on Missouri 5 without registration and initiated the stop after the vehicle turned onto Route Y.
Court documents state that, when the driver was asked to step out of the vehicle, a glass meth pipe allegedly fell from the vehicle. A probable cause search reportedly led to the discovery of a hypodermic syringe in a pair of pants on the back seat floorboard, four grams of methamphetamine in a passenger’s purse and 27 grams of methamphetamine inside the vehicle’s trailer hitch. The substance field tested positive for methamphetamine and was sent to the Missouri State Highway Patrol Crime Lab for testing, with results pending.
Martin was transported to the Douglas County Jail without incident and booked on a 24 hour hold. He was charged with trafficking drugs in the second degree, a class C felony, and unlawful possession of drug paraphernalia, a class D misdemeanor.
A warrant was issued July 5, and bond was initially set at $5,000 cash with conditions including CPS supervision, twice weekly drug testing and no illegal drugs or mood altering substances. The warrant was served July 5.
An arraignment was held July 6 before Judge Elizabeth A. Bock. A bond reduction hearing was scheduled and held July 9. Following that hearing, Martin was released on his own recognizance. A counsel status hearing is scheduled for 9 a.m. Aug. 6 in Douglas County.
All charges are allegations, and defendants are presumed innocent unless and until proven guilty in a court of law.
