Rowland Report 4/12/12

Greetings from your State Capitol.  We are now down to the last six weeks of the 2012 Legislative Session.  There are a lot of bills now moving through the process.

This past week in the House the following bills were passed on to the Senate.

HB 1593 changes the laws regarding the Missouri New Markets Development Program and establishes the Missouri Angel Investment Act.  The bill’s primary goal is to encourage individuals to provide seed-capital financing for emerging Missouri businesses engaged in the development, implementation and commercialization of innovative technologies, products and services.

HB 1361 will help expand broadband coverage to rural areas in a cost-effective manner. It will allow telecommunications companies or rural electric cooperatives to attach, maintain and operate their equipment on another’s pole in order to promote, encourage, and facilitate the deployment of electrical smart grid technologies and broadband communications.

HB 1515 changes the laws regarding crimes and criminal procedure and attempts to crack down on Child Abuse and Neglect Reporting, Peace Officer Safety Alerts in concurrence with the Amber Alert System, Water Patrol Division Permits, DNA Profiling Analysis, Federal Seizure Proceeds, Crimes Against the Elderly, the House of Worship Act, False Identification, Making a False Report, Crime Scene Photographs and Videos, and Cyber Crime Law Enforcement Task Forces.

HB 1608 repeals provisions and sections of law regarding unfunded and obsolete programs and establishes expiration dates for specified provisions.  Programs and funds have been created that have never been funded, so we are moving to eliminate them.

HB 1789 changes the laws regarding travel hardships for public school students.

HB 1273 requires the State Board of Education to establish rules to authorize school boards to lease advertising on school buses.

HB 1150 changes the laws regarding salvage motor vehicles.

HB 1111 changes the laws regarding the release of towed abandoned property and requires the return of non-vehicular personal property within the towed vehicle.
