Rowland Report 4.19.12

Greetings from your State Capitol.  Had a visit from some of the students attending College of the Ozarks this week.  It is always a pleasure to have people from the district here to tour the capitol and stop by for a visit.  This week the House passed the following bills onto the Senate.
HCS HB 1134 prohibits a health insurer from imposing a greater copayment, coinsurance, or deductible to an insured for covered services provided by a licensed occupational, speech or physical therapist than that charged for the same covered services provided by a licensed primary care physician or an osteopath.
HCS HB 1383 requires every department and division of the state that receives any grant of federal funds of $1 million or more to document certain information and make that information easily available on the Missouri Accountability Portal.
HCS HB 1444 changes the laws regarding the confiscation of animals and will protect the owners from losing their investment if the animal in unlawfully seized.
HB 1458 changes the laws regarding public safety, fire protection services and emergency services.  This bill would benefit from education and training that would be more readily available if the Fire Education Fund received more money.
HCS HB 1256 changes several of the laws dealing with judicial procedures.  This bill deals with several areas including adoption proceedings, juvenile court jurisdiction, trust codes, sexual misconduct and other areas.
HCS HB 1717 changes the quarterly aggregate amount required to cause an employer to file a withholding return.  It increases from $20.00 to $100.00 in each of the four preceding quarters.  This bill just eases the burden of paperwork on small business.
HCS HJR 47 requires an initiative petition proposing a constitutional amendment to be signed by 5.25% of the legal voters in each Congressional district.
HJR 49 specifies that the right of every citizen to possess, purchase, reload or manufacture ammunition and any other parts or articles essential to the proper functioning of arms must not be infringed nor the amount limited.
HJR 71 authorizes an exemption from property tax for an active duty military person’s personal property that is not in use while they are stationed outside the country.
HCS HB 1549 changes the laws regarding the state’s no-call list by allowing a person to place their cell phone number on the list.
HCR 42 endorses the “Deaf and Hard of Hearing Children’s Bill of Rights.”
HCR 7 claims sovereignty for the State of Missouri under the Tenth Amendment to the U.S. Constitution over all powers not otherwise enumerated and granted to the federal government.

HCR 53 submits a revised summary statement for HCS #2 for SJR #2 to the Secretary of State.
HCR 36 reaffirms economic development projects of mutual benefit between the United States and Israel.
HCR 31 urges Congress to support a plan of flood control on the Upper Mississippi River Basin that doesn’t have adverse impacts on existing levees and communities.
